The great political superstition of the past was the divine right of kings The great political superstition of the present is the divine right of parliaments. The oil of anointing seems unawares to have dripped from the head of the one on to the heads of the many, and given sacredness to them also and to their decrees.
This incessant creation of restrictive laws and regulations, surrounding the pettiest actions of existence with the most complicated formalities, inevitably has for its result the confining within narrower and narrower limits of the sphere in which the citizen may move freely. Victims of the delusion that equality and liberty are the better assured by the multiplication of laws, nations daily consent to put up with trammels increasingly burdensome. They do not accept this legislation with impunity. Accustomed to put up with every yoke, they soon end by desiring servitude, and lose all spontaneousness and energy. They are then no more than vain shadows, passive, unresisting and powerless automata.
Arrived at this point, the individual is bound to seek outside himself the forces he no longer finds within him. The functions of governments necessarily increase in proportion as the indifference and helplessness of the citizens grow. They it is who must necessarily exhibit the initiative, enterprising, and guiding spirit in which private persons are lacking. It falls on them to undertake everything, direct everything, and take everything under their protection. The State becomes an all-powerful god. (Crowds - book III chapter V)
Those who are called elites are not members of noble families, dwelling in castles isolated on hills above the peasantry, and living apart from the society over which they domineer. Rather, they and their institutions are the fetid carbuncles sprung from the carcass of modern populist society. They are the green crud which has formed along the top of the stagnant swamp of the hyper-democratic state.
There are in reality no great tasks for the individual, hence there is no room for genius. The theatre is the only place where those who are not of princely birth can gain any experience of all the manifold phases of human life, hence the stage mania of literature. Lacking any social field in which to work, all activity necessarily takes the form either of war with reality or flight from it.
An age that has no criticism is either an age in which art is immobile, hieratic, and confined to the reproduction of formal types, or an age that possesses no art at all
